The Persians are the only religiously tolerant empire. The administrative system is flexible enough to cater to a multitude of different languages, races, religions, and cultures while maintaining the fundamental unity of government necessary to sustain the empire. When Cyrus the great conquered Babylon, he allowed the Jews to either live as they like, or return home, freeing them slavery. He returned to them the artifacts that were stolen and allowed the rebuilding of their capital. His current and passed successors adopted a policy of adaptation and reconcilation towards all their new subjects. The rulers respect local traditions, sometimes adopting them as for themselves, and cooperate with local rulers, interfering as little as possible. They work to increase trade throughout the kingdom.
